Sometimes there are 0% in the super situation summary.

Is this a result of the data being incomplete or complete data is present, just no %s to report?

Also what is the % of finalized data in the 845 update vs the last update at noon?

If you look at the Super situations summary page prior to the 8:45 am update, you will not see all the situations for the day. Some situations are dependent on the prior night's results. Therefore they won't appear before the morning update is run. The afternoon update will rerun the situations based on line moves. It's possible that some situations will appear or drop off at that time depending on the line changes. However, there will be far fewer changes on this update than in the morning update.
