Question about MLB hypothetical line

When calculating the hypothetical line, Should the team that has the higher rating, Always be the FAVORITE???

For example

OAK rating is 116
LAA rating is 112
Divided and X by 100 it is

103 add 14 for the LAA cuz they areat home...

the hypothetical line is LAA +117 ???

Thanks

Actually it would calculate like this:

OAK rating is 116
LAA rating is 112
Divided and X by 100 it is

= Oakland -103

add 14 for the LAA cuz they are at home...

Final Line = LAA -111

Keep in mind, this rating system is an overall team rating and does not factor in starting pitchers.
