The short answer is to play the line with the best value.

The problem is that determining the value is very subjective so there is no right answer. For most it is a personal preference.

Now this is a subject close to my heart. I've preached for many moons on picking the SU winner and playing them ATS. I never consider a money line play. If it's affordable, then chances are it's close enough to cover the spread.

Of course, that's just my view of things. Some will say money lines are the way to go if you can pick the SU winner. Sounds good until you start laying heavy wood and have to eat standing up because your stomach is turning from watching a -900 fumble with :59 left, lol.
