Help with understanding light / heavy ML's

I have always wanted to ask this but always seem to forget to do so. I have a pretty good understanding of just about everything except what I'm asking here. I was wondering how exactly you figure out a ML is light or heavy. Potoroinae mentioned in his thread that tomorrow's NBA game SA is 60 cents heavy. How do you figure this out ? What is involved in doing so ? If the great people here in the Den could help me with this I would sure appreciate it.
