 USC vs Washington - Reverse Line?

Looking at sportsinishgts.com

Lined opened at USC -2.

With 71% of the bets on Washington, the line has jumped to USC -3.5.

Wouldn't this qualify as a reverse line movement?

Also, is anyone else having a problem with sbrlines not showing the full NCAA basketball card?

Based on those percentages and that line movement, yes, it would definitely qualify as reverse line movement.
